INTERIM PLAYING ARRANGEMENTS SPECIFIC TO 2021 SEASON AGREED AT CLUBS MEETING

The following are the headlines from the All Clubs meeting held on 9 March.

It was confirmed that subject to confirmation that Recreational Team Sports are able to restart from 29 March and in accordance with the guidance and direction from the ECB and LCF, the Liverpool Competition will start a full season on Saturday 24 April.

It is recognised that the environment in which games are to be played may change throughout the season, e.g. from 17 May and 21 June but the Rules and Regulations relating to the actual playing of cricket will remain the same, i.e. as set out in the 2019 Handbook, accessed on the website, with the following Comp Covid Specific Conditions as follows:

FORMATS

  • Time Cricket for 1sts and 2nds and 3rds.
  • 12.00 starts for 1sts and 2nds. This can be changed to 1.00 by agreement of both clubs and notification to Fixture Secretary, Rob Durand, by 5pm on the preceding Thursday, No ability to change after 15 August.
  • 1.00 starts for 3rds. (Can be no later than 2.00 by agreement with both clubs)
  • There is certainty that there will be no teas from 24 April until at least 17 May. Clubs were asked to vote on Teas thereafter. Result: 8 votes for Yes teas, 28 votes for No teas.Therefore No teas will be provided for the 2021 season.
  • The current mandatory 30 minute break remains.
  • From 17 May (subject to National Hospitality regulations) The Home Club must ensure that Hot and Cold drinks are available for Players, Umpires and Scorers.
  • As stated previously Promotion and Relegation (2 up 2 down) applies. Should circumstances substantially change prior to 24 April or at any time during the season, the Restart Group will immediately revisit the issue.
  •  In order for matches to be played in accordance with the expected ECB guidance requirements, 15 minutes will be added to the game. The last hour / 20 overs will start 15 minutes later than in the regulations, together with a reduction of the required over rate from 17 to 16 per hour. NOTE: This will revert back to normal playing times if and when the ECB and Government guidance is totally removed.

CUP COMPETITIONS 

  • The League is once again taking part in the ECB T20 with a requirement to produce a winner for the Area Finals by 11 July. All 12 Premier Division Clubs have an automatic entry. 1ST and 2ND Division clubs wishing to enter should notify Rob Durand no later than Thursday 25 March.
  • The meeting decided that Cup Cricket should be played, but recognised the possible time constraints on use of grounds including the growth of Women’s and Girls Cricket and the reported increase of Junior interest, allied to the uncertainty of the Covid required environment. It was agreed therefore that each 1st, 2nd and 3rd team would compete in one cup competition (Digman, Tyler, Chester, Tittershill and Mike Leddy) appropriate to their level, with all Cups played as T20’s in 2021. Matches can be played midweek as well as on Sunday afternoons. (Further details to follow).

OVERSEAS PLAYERS

  • The normal situation as in a normal season applies.
  • In 2021 The League confirms two requirements on clubs:
  • 1. Registration of the player in accordance with ECB and Home Office Regulations and playing by no later than 31 May
  • 2. Ensuring that the player has undertaken all self-isolating and testing requirements as appropriate under Government Guidance.
